I think everyone has their own method, but the way that worked best for me was equipping Firion with the cheapest, weakest dual swords you can buy, having someone curse him for good measure with a swipe of the ancient sword, and then letting him just pound away on an isolated enemy in one of the starter areas on auto (post ultima). I think generals work good for this, and you'll do practically 0 damage. Since it's the amount of hits you land that counts the most more than anything.

I don't believe you can ever gain more than one level at a time per battle though, but enemies fleeing at certain points makes for good natural end points in between rounds of ranking up the skill.
I went into the final dungeon with Firion, equipped with an ancient blade and broad sword or something really weak.
Encounter a white dragon, have him auto attack with everyone else defending.
What I'm doing - the result of trial and error and possibly reinventing the wheel - is right at the start of the game, I killed off Maria and Guy, and I bought cure, knife, and kept/bought a full set of leather armor and a buckler. Every turn, I've had Firion beat himself till he's sub 50% health but as bold as I feel comfortable without accidentally killing myself, then the next turn cure, rinsing and repeating till I'm out of mana and my hp is critical (or everything flees), and then I heal at the inn and repeat. Right now, my dagger and shield are 11 and my cure is 6, and every battle raises a bevy of stats. None of the above is really news in FF2, but for this game, doing it one character at a time seems more sustainable. The inn gets pretty pricey for three depleted characters. Once I deem Firion mission accomplished, I'll kill him and resurrect Maria, and so forth.
I just equipped two longswords I had around and started swinging them against endgame enemies (with autobattle). It worked.

You don't need to attack yourself for HP to go up in this version. Cure also levels from use in the main menu as well.
1) Equip two weapons of your choice.
2) Go into battle.
3) Cast Toad on the person levelling the weapon.
4) Swing weapon until bored.

Make sure that there's at least one person that can end the battle. Works best on weak enemies.
