I.e. If they are killing the Captain on the first turn, then they might not be getting any exp.
That said Teleport is one of the few spells you can cast outside of battle. Although you don't get much spell-exp for doing so.
To answer OP's question, Teleport can be easily, if tediously, leveled up by just using it on the field. It can actually be used in towns as well as dungeons, so you could just park yourself right around Altair or Gatrea or someplace and enter, cast Teleport, enter again, cast Teleport, and so on until it reaches level 16. You'll be right near an Inn, too, so restoring MP when it runs low shouldn't be an issue. Good luck!
This is the real answer. Black flans are immune to teleport and can't hit you at all at middle-tier agility. Put 2 shields on and spam tp on them!
