I don't recall was specific level I was at against Lich in any of my playthroughs of the multiple versions of the game however.
I tend to be around ~25ish for Lich, though it can depend on team comp. The difficulty in FF1 stems mostly from the attrition of the dungeons rather than the bosses themselves, at least until the later parts when you have the magic attack items. So if you can reach the Lich without expending all of your resources to get there, you are ready for him. The hardest part about the Lich is that his dungeon has things which can constantly poison and paralyze and petrify you or the Wizards who can beat the crap out of you with physical attacks. xD
