Easy help with Ship mini game

Typically you hold down a and press b 55 times while on the ship to bring up this mini-game. So hold down accept and press cancel 55 times.
The top two rows are relatively easy but the trick is the last two rows.

Put 13 where the 9 is supposed to go and then the 9 where the 10 is supposed to go and just slide the 13 down into its spot and the 9 into its spot. Then do the same thing for 14 and 10. 14 where the 10 is supposed to go and then 10 where 11 is supposed to go. Move 14 down into its spot and 10 into its spot following the 14 and the rest of the puzzle is just a matter of shifting the other parts till they are in place. It doesn't make sense putting the number backwards but it is a puzzle, you have to think outside the box to solve it easily.

These kind of puzzles can be solved systematically and although I don't understand the math behind it, here's how I do it:

1. Complete the first row, then the first column.
2. Complete the second row, then the second column.
3. Complete the third row, then the third column.
Continue until solved.

Example)

01 02 03 04 <- solve the first row first
05 XX XX XX
09 XX XX XX
13 XX XX
|
then solve the first column

The benefit of this method is that you don't need to know what you're doing.

Once both the first row and column is place, you don't have to touch those pieces again, basically making the remaining puzzle easier since you’re turning it into a 3x3 sliding puzzle.

Some of the achievements are really weird in this. You will probably get it after a random encounter or something.

You get the achievement for even just playing the game, whether you complete it or quit it. Though it won't process this until you've done a battle (since I guess it only updates/checks some achievements after battles, like with checking your chest count and stuff).

I can't seem to trigger this mini game. I'm in the boat on the water. I've tried using a& b (on x box controller) over 55 times together, alternating over 55 times, held them for a long time, I even found the keyboard select/cancel buttons, enter and backspace and tried using them as well, but nothing. What am I doing wrong? I just want the achievement! I never knew this was in the original when I played before.
