Empty Train station zone

Like they spend time developing this big area without any enemies or loot, for what purpose? DLC? There is even a sub areas with buildings and whatnot.

Apparently, you have not yet opened the right place, because in time I have a lever at the station that can call a train and go to that area. He will take you to the metro station. The only way to get to this station is by train. You can’t go there on foot, the metro platform is fenced with bars.

I followed the rails by foot and then managed to sneak bellow the fence. After that i even managed to get outside the area but it was empty with no textures.

That area is just background for when you're riding the train, nothing else. As for why it's so big, game is full of giant areas with some detailed spots in them, I don't think it's that weird. Upper blocks have all those buildings you can go inside and climb to the upper floors yet they don't actually have anything inside.

Yes, i know that there a lot of buildings and objects in the open, with no purpose. But this one is designed as an additional area and it is like 30 times bigger than the buildings in Upper Block.

You can reach it from the Isolated Tower or by walking all the way from Blok.

From the main Hub there is a corridor bellow which leads to the rails, from there you can walk if you want.

I swear to got I crawled all over blok, I even found agility cape puzzle.
Can someone give at least vague direction to the tunnel/tower from where handler stands?
I found two tunnels, one leads to upper blocks and another to the sewers.

The lever that appeared was a bug. But now there is a legal way to travel by train through this place. You need to get to the Ghost Town location on floor 13, go down to the 1 floor, there will be a fork, one of the paths leads to the metro station, where you can take the train.
