Weapon ability question

Do weapon abilities deal weapon dmg or ability dmg ? Does it scale with ability power or weapon power ? I'm running tooth and claw and just noticed that the skill proccs purple numbers which if i'm not mistaken is ability dmg ?

Weapon abilities are half-and-half so they would scale with both but at a lower rate.
