It is not incorrect. I have tested it. If i allow the game to connect to the "Atlas" (i think that was the name, it has been a couple days) server with my firewall I can play the game and load my save. If i block internet access for the game it will not load saves.
What are you talking about??? There is not "Atlas" to connect to. If you play offline, the game shows a message telling you, that you now play offline and can't connect to others in coop. It loads your saves just fine.
I personally can allow or deny access past my firewall from every program as it is run, but others may not be able to. This will be a continuing issue and you will see more and more threads pop up with people complaining that the game will not load until this is fixed.

No. One of the devs literally said that you can play offline. This game has no servers. For coop it uses peer to peer connection. Only online thing is with cloud saves on steam.
The easiest thing to check if offline mode works is by unplugging your cable and cut internet connection physically. I tested it. Game works and loads saves (that are saved locally on your harddrive and synched with steam cloud whenever you get online).
