i have a bunch but is it worth leveling them up? unlike normal echos the effects don't increase with the echo fusion lvl or the rarity of the echo only the capacity cost decreases or is it bugged or something?

I usually don't level them. You might if it would make the difference between fitting another one or not.

As of right now I also do not level my rush echoes; but I do try to find the 'epic' (purple) versions of them. Seems like most rush echoes if not all come in a purple drop

In endgame you'll want to get Mythic versions of them where you can. They have almost no requirements. Like, 10 or less.

iirc the only thing leveling them does is lower their Echo cost. So it might potentially allow you to put a higher level Echo in another slot where you didn't have capacity before.
