Loot and mob's level have dropped

Hello
I went to lvl 29 with main character, and looted lvl 26 weapons, on lvl 25ish mobs.
Then I changed zone, and weapons lvl is 16 or 17, on lvl 17 mobs... Either on the map on in the Gloom's expeditions.

I tried to change zone, to relog, to change expeditions, but mobs and stuf are 10 less than what I looted few hours ago.

Is that normal, is there anything who drop the level of weapons and mobs ?

You can turn on world scaling. Should help not having to deal with getting doo-doo drops.
