Report a translation problem
I played Temtem in EA with a friend. Some people however couldn't see their Co-op partner moving at all on the map. My friend saw me moving, but I couldn't see him moving at all (just a visual bug). Temtem devs couldn't do a thing about it and mentioned an issue with some (not all) ISP. My solution at that point was to use an alternate DNS, like Google DNS. And I had no issue after that. I never changed it back since then, which could be the reason I don't have much issues with this game even on high settings unless there's actual server problems. And I'm only on a 3080 with slightly more VRAM. The actual issue in that case was that my ISP just had an issue with that particular game and using a DNS circumvented that problem.
However, we could only guess what the actual issue is. Some smartass on the forum will now jump in and tell you all kinds of reasons, but in the end it's always better to get in contact with devs so they can track it down and get rid of it if it's actually some kind of bug on their end. It's just that people usually think a better rig solves everything just because it can run other games. That is nice to know, but often completely irrelevant.
TL;DR: I suggest trying another DNS if you're not already doing that. Or to get in touch with devs with an error log ready from your last session. In both cases I hope you can get things sorted out so it runs better for you.
EDIT: I forgot. An SSD is mandatory for this game now. That could also be the source of your issue.
For the SSD side thing i'm running it on a nvme PCIE 4 2 Tb so i doubt the problem is this
I will try another DNS, also another thing i didn't mentioned is : i switch from Win 10 to Win 11 with the new rig don't know if that might be the source of the problem aswell

I don't think it's your rig either. Mine for reference:
Ryzen 5 5600X
RX 6650 XT 8GB vram
32 GB of ram
SSD
1 GB/s connection
All settings on high, no upscale, game capped at 60 fps. My only issue so far is the game is kicking me for inactivity when checking echoes and whatnot for too long. Other than that nothing. I hope you'll find a solution, good luck!

Nothing wrong with your PC its the game. And Eventide v0.2 has performance issues indeed. They are working on it and are also working on implementing pre-shader compilation, that will make stutter issues way more smooth, but unfortunately its all upcoming stuff. But ya don't listen to any FIXES or videos or totally idiotic Tips on how to get rid of the stuttering....its the game itself, not your PC. If you want more information on shader compilation stuttering in Unreal Engine games watch Digital Foundry video on it. Take care
