Not exactly sure but I think you can refund part of it, unless you played more than 2 hours...
If you haven't spent anything, then they should be able to refund it, but if not then lawyer up because you can get your money back and they are just refusing.

You can Take 17 Dollar Back but everything Else is DLC and you need to keep it.
Yes you can because it is not running at all. I was able to refund Darktide because of its dreadful performance even 5 weeks after.
Not sure what you mean by "part" but if a game doesn't run you can refund it even if u played more than 2 hours. I refunded Remnant 2 after having played 6 hours.

They're claiming Steam costs players more money. The "lawfirm" behind it is kind of a joke too.
Not being mean but how does 1 prep for a publisher backing out of a deal? We have seen this plenty of times TellTale and 7 days to die went through a similar thing. I do think we deserve compensation though my suggestion was 2 keys to gift to our friends but we will see.
