Can't say for sure that's what caused it, of course, but I can say that from what I've seen, when EOS gets added to games, it often breaks things... so...
Though are you sure EOS is active? As far as I know this is purely a singleplayer game, so I'm not sure what EOS would be doing. That's assuming that "Shared/Split-Screen Co-Op" means only local multiplayer.
Sometimes (almost all the time, for singleplayer games) there's just an inert EOS dll file because the game's also on the Epic store, but it doesn't actually do anything.
EOS won't show up as a separate process in task manager, and you need to monitor network connections to see if it's phoning home, but a quick way to test things is to simply delete any EOS files in the install folder and see if the game will still launch.
If EOS is actually in use, that usually (always?) means that the game won't launch if you remove the files.
Could you update the game to the newest version (2.10.0) and check if the issue is still there?

We prepared this update to fix some of the most frustrating bugs reported by players - not to cause new ones 😞. Unfortunately, there was an issue during the update process that caused a partial update to go live earlier than intended. This wasn’t supposed to happen.

Previous versions had EOS included as well, they were just missing this one dll.

Is it just a leftover inert file, or does the game actually use EOS?
No extra information when run from the command-line. It just sits there until I kill it (you can see I waiting for 6 minutes).
Could you check it out and let me know if it solved the issue?
