Here's my explanation of the current system compared to before on a post later in this tread:
The pawnbroker is still available in other NPC villages. You just cannot recruit him to your own. He does have a limited supply of cash you can sell for, but that regens over time. Right now that's set to 3-4k coins which regen over 10 ingame days. These values can obviously be tweaked and balanced etc.
What replaces the pawnbroker now is the new trader NPC. And there is a new item called the Shipping Chest, which you place in your settlement. When you then place items in it, traders in your settlement will automatically pick up those items and travel out (similar to a mining trip), selling them at pawnbroker value. This takes time and they can only carry at max 20 stacks at a time. It does limit it, but there is no limit to how many traders you can have in your settlement.
So basically the same as before, just that it takes settlers and some time to sell huge amounts of items. Maybe you already knew, but let me know what you think :)

The dedicated server is updated on Steam on the website. Sometimes Steam is slow to update, so try to verify game files :D
