Can you get a villager to milk cows?

Yes, but only an animal keeper settler.
Once you have one, you also have to assign a husbandry zone, similar to a forestry zone. The animal keeper will then shear/milk animals in that zone :)

OK so I have an animal keeper, set up the zones, they shear sheep and slaughter when reaching the number I set, but I am not seeing any milk show up in the chests I have set up for villagers to use. Thoughts?

They should prioritize milking over slaughtering. Have you tried to watch your animal keeper, or milk them yourself? If you can't milk them yourself, it means they have been milked recently and it must've been your settlers.
Maybe they are being consumed or used to make cheese instantly if you have that set up?

Make sure you also have plenty of higher quality food for them, too. Else those freshly milked milky milk will be gone in a flash.

Or you can just bar them by restricting milk from their diets.

not sure if this is the problem but put a chest near the cows and only allow milk in it. then don't allow milk in all your other chests
