Report a translation problem
Basically you need to place Settlement flag first to be classed as a Settlement that can grow. Once placed you will then get periodical Villagers appear that you can ask to move in.
Rooms just need a Door to be classed as Liveable but they take happiness hits. Best solution is at least to provide a bed

And Judicius -- I remember Fair mentioning that double beds are likely to change related to happiness in the future. You are correct ... for now, sharing double beds will penalize your Settlers.
