Clicking on the settlement flag or pressing C will bring up your settlement's control panel or sorts... you can do a variety of things in this mode, such as set work priorities for each settler, assign zones for them, and adjust their diet restrictions.
Did you create reserved areas? Should he be assigned to one? Click C and check the Reserved settings.

fertilize zone (Not sure if this helps, but I've never had lazy villagers in my 20+ settlement, and I always make sure the crops are outlined in fertilize zone)
