When i have collected beehives, using a net first to get some bees, i usually collect around 10 before it becomes too time consuming to chase and find others so i'm not sure if they are generated with a full compliment of bees or they have to generate them over time.
I will say that i did do some island hopping only searching for bees, collecting hives within a minute, if not less of arriving and they did seem to have a decent amount of bees already.
I just ran through a bunch of forrest biomes simply to collect hives and bees. When i got back i had around 50 bees and maybe 8-9 queens. I then just spread the bees i had around 4-5 apiary . Each apiary will fill up to 20. Honestly though, once all of them had filled, i found it to be annoying with 120+ little bees buzzing around the settlement, getting trapped in houses and animal pens etc.
Edit: If you time it right though, all the bees will head back into the hive/apiary as the time ticks over to night, around the same time as settlers hit the sack, so you can just stand in front of the hive/apiary and wildly swing the net as they all try to stream in and collect the majority.
