Also, I've never seen it happen directly, and maybe I'm mistaken, but I think the hunter NPC arrows still can hit other settlers. I was playing a no-raider world, but sometimes would find some settlers with visible health bars, like something damaged them. The island is fully lit up, so no zombie spawns, and no raiders means no traps, so I have no idea what else could be causing the damage.
A long time ago World of Warcraft had this same issue where buffing a player with something that increased the maximum HP value such as when equipping gear and stuff would actually look like you took a HUGE hit. you will see that it takes some time for the player to actually gain back any HP bonus. technically as implemented when you apply an HP Buff such as from food, for the period of time it takes you to recover your HP technically you have no stat increase. this can get you killed but im sure the dev will correct it one day.
Minion attacks also do not affect objects in the world so it is a great way to pull the spiders out of their nests or when in a horde of enemies or while fighting a boss your minions (will not) harm neutral mobs or anything placed outside of the programmed layer of interaction. Sheep, Cows, are at risk however and this is one of the balancing mechanics of minion play in that because your minions are doing the damage you can move around avoiding incoming fire and reposition your shots so as to not hit civilians.
