Perks can work, though. It would mean a lot more work on balancing - which means longer wait times for the rest of the content - but it would give players an additional system that can help flesh out and specialise settlers (villagers taking jobs by being upgraded/working towards certain perk sets, for example). At the end of the day, I think the question is whether or not it's worth the extra dev time to implement the system for the benefits when it would make extra hoops for people to jump through if they want to try another character role.
The game's been in early access for 3 years and there's not much there?
