With your first question about management, it's difficult to answer whether you would find it satisfying as everyone's expectations will be different. One option could be to try the mobile version of the game as a sort of "test drive" -- the stable management elements are experientially similar in the mobile version, expect in the Steam version there are not the content restrictions present in the free-to-play mobile version.
As for the jockeys, there is an option in game to hire a jockey to run races for you. Between choosing more vs less elite jockeys and choosing horses based on their stats/skills to suit the requirements of the race, you can customize the jockey outcomes without playing through the race itself.
The game looks awful pretty but I guess a few of us are wondering on the sim depth and scope. Looking forward to seeing some youtubers take it for a spin.
HOWEVER. It's most definitely accessible (way more so than Starter's Orders), and you can easily get settled into the flow of managing your horses and racing, without the F2P economy the only real limitation is either you screwing up and shorting yourself for money to enter the more profitable races (and even then you're literally showered with gold every couple of minutes to help with that) or your own patience for running races yourself.
