subject 617 is too high of number considering the tf27 cycle clone havent far off with the 100, the newest junitor is subject 107
subject 617 can only be from a different organization that tf27 or syndicate have involved before
is could be that or the the syndicate have other task force that also use clones but unlike tf27, they keep creating new clones constantly either for higher number (for big warfare) or
large nubmer of failed experiment clones leading to them having thousand clones and subject 617 is one of them
i know subject 617 can just be an Easter egg reference
but subject 617 is vague name so anyone can be subject 617
Or the subjects are anomaly themselves, the syndicate merely modify them for their job, and they don't really had a lot of control over them. That can explain why there's an 617, and why the TF27 will had an themo-nuke in their base, they are just that scared. This theory can also explain why there's drone all over the level, which is seemly collecting 106's memory and instruct him to detonate the nuke, because there's a third-party of this. Altho the dlc mission also hint that Horizon had tech that can transfer subject's memory to a somewhat new body, so maybe I'm wrong
I was replaying the Pandora Institute, and the Mothman in one of the intels you can find is written that it's not a Horizon experiment, but something they retrieved from a Syndicate hideout, a Subject with a number just like yourself.
The memory transplant stuff is talked about in many places, one of the first intel documents you can find in Site 14 talks about Horizon trying to implant 106's memories into volunteers to figure out more since interrogations have been unsuccessful, then there's the brain transplant stuff, with Anton Lazar trying to transfer his consciousness since he's dying which is the climax at Horizon HQ, Lazar trying to speed up the process of transferring his mind (also referenced in an intel doc in Omega Facility)
I don't know much about The Hidden and some deeper lore, I remember playing it but that was like 19-18 years ago. But a fun thing to consider: the number 617, I remember that technically the number of the beast in the biblical sense is 616, not 666 as is usually thought, 666 is a later translation not in some of the original copies-- So, when some people play with "the neighbor of the beast" tropes and references in media, like Remedy often loves to do with Max Payne or Alan Wake or Control with 665 or 667, well, you can also say that "technically" 617 is also the "neighbor of the beast", if one likes their religious metaphors.
So the number could be thought of as maybe carrying a special meaning, given under extraordinary circumstances for 617 over other subjects.
