Build a Merc not appearing

When I enter the combat simulator i don't have any option to access the build a merc menu on the bottom left, do I need to finish the game first?

Build a Merc should be on the bottom left. Go between the tabs and it should pop up

Yes, you need to complete the last campaign level first to unlock it, since some of the NPCs may have spoilers

Is it planned to be possible to exchange builds between users? For example, through the workshop.
