Report a translation problem
Unfortunately neither were available in the mission where I was getting frustrated (Crash site, when it drops in 2x heavies - could kill the shotgun one on landing but the minigun one kept fragging me across the map and turning too fast to blow up the tank on his back). Switched down to v. hard and cleared it in one try.
15 Pistol shots
~39 SMG shots
19 Rifle shots
3 Shotgun blasts
All the normal weapons can kill them in one mag except the pistol, which is 1 round short. Literally shoot them until they die, it's so easy. Every single other enemy will still die in 1-2 rifle shots (with the exception of the TF27 guys with the strong helmets that take 3), so idk where people get these magical hp increases from

These numbers are just wrong. Like completely and utterly wrong. I can go back and play an Extreme - not even rage - mission and just show you me blowing up a juggernaut's tank, firing my entire SMG magazine directly into his head at point blank while he's stunned, and then throwing a mine onto him and having him STILL be fine. It takes another mine to kill the jugg. I have tested this extensively. I don't know where you are getting these numbers from but they are completely and provably incorrect. Extreme+ Juggs dying in three shotgun blasts or 15 pistol shots is completely laughable.

I have beaten the game multiple times on rage, including doing it with no attachments, no dual wielding, no grenades and only the base weapons (Pistol, rifle, SMG and shotgun). Dozers die quickly and easily when you know what to do, and by far the quickest and easiest is 3 shotgun shots due to the fact that focus increases your shotgun rate of fire significantly. The actual health differences on difficulties apply only to flesh bodyshot damage. Juggernaut armour health is unchanged between difficulties, helmet strength is unchanged, and precision shots from pistolts, DMRs and rifles will still all one shot headshot. What does change is the bodyshot damage. Enemies are much more spongy to bodyshots on harder difficulties, which also applies to SMG headshots.
You suck at the game if you can't play on Extreme, however.
First thing out of a corner should always be your foot. Also try running around instead of camping a corner. If enemies know where you are, they will shoot you before you even see them, but if they have lost your position you have time to start shooting first.
Always use slow motion for short periods of time, so you never completely run out, and use invisibility to cover distance or get away safely if needed.
It's like Halo 1 on Legendary, you will bang your head on the wall for a couple hours, until you realise Assault Rifle is useless and what you need is the Plasma Pistol.
Re-read the description for that difficulty. It's meant as a challenge of your "ultimate gamer" stat. Finding all the holes in the game design that you can abuse is the point of the unforgiving modes. Why not put achievements behind it? You don't get anything from achievements beyond the pride of saying "I was able to do it" and a few cosmetics for a singleplayer game that serve the same purpose. What else should endgame achievements be gated behind other than something exceedingly difficult?
Crash site wasn't too bad either. The snipers were the hardest part for me.
The server room was where I nearly pulled out my hair though. That was an absolute nightmare.
Oh, and the fight against the CEO as well. The enemies were -clearly- jacked up to the next difficulty during that fight. I didn't abuse incendiary shotgun and hostage mechanics until I got there.
