High value targets not dying

So I kept trying to kill chronos biohacker and hellfire but they won't appear terminated on high value targets is this a bug?

what do you mean exactly? did you kill everybody of chronos's ghosts and then him by moving on with the site 83 mission or you just killed the corpse and one ghost and stopped there?

I killed everybody but I still can't kill chronos. I tried killing him multiple times.

after you triggered his corpse, you need to move on with the mission and some ghosts of him will appear during you move on until a final encouter with him where 4 of him are spawning. one of them is the real chronos. if you stay in place the ghosts will appear indefinitely.

i was referring tho the ghosts of chronosrespawning, if you stay in that place.

yes there are ghosts of him spawning until you get to the final encounter with him

after you deactivated the laser and go downstairs in the backrooms, final encounter with chronos is the part where you see 4 indicators of the HVT on screen
