I cant find last "Special target" named scount, does anyone found him?

All the HVTs tell you what mission they're in and if a difficulty is required. If it's the infiltrator then that requires you to do a mission on Extreme or higher and after coming back from it, he has a chance to spawn. Make sure you let the game give you the HVT mark before killing him though as sometimes it janks out and won't confirm the kill.

Well what HVT are you specifically missing? There's no one named Scount. If it is the infiltrator then no, you can't save/load in the hub and iirc the infiltrator only spawns after completing those missions.

So the only way to get infiltrator is to complete any missing on Extreme or Rage Mode and wishing for luck?

Yes, iirc its 25% chance. If you really want to grind specifically them you can do unidentified structure on extreme for the speediest one since all you have to do is rush down, do some spooky stuff and then kill like 2-3 minor waves of enemies. Hell you can even do it with cheats on, just disable them before leaving the map.
