What happened in Trepang2?

I get that the syndicate blue guys are the ones who made 106. But what i dont understand is why are they making the cycle people? Why was anton the ceo of Horizon say that the syndicate lied to him. Why do people we kill have coins? And how did the cult leader "plant the seeds to end the cycle". Love the game love the ai love the references in the game. Just a bit confused on the story.

All subjects are given coins to identify them. They are powerful people created for a specific mission. They are then destroyed (either willingly or by another subject) after completing the mission they were created for. It's a bit subtle, we didn't want players to catch everything on the first playthrough. If you look at the achievements, the intel docs, even some of the TV screens, it'll help show the full picture of who is who and why 106 was sent to kill them

Oh okay that makes sense, One more question if you don't mind. Who is sending the drones to 106? Or is that a secret?
