It is recommended to turn down the CPU Time sliders for bots in order to increase performance. If these are not reduced for your setup already; they should automatically reduce themselves as the bot count increases though. Disabling the "Render Bot Shell Casings" options in the Settings menu also helps reduce physics calculations, which may increase performance.
I also see that you're running an i7 7700HQ, which if memory serves, is a laptop processor. If you're using a laptop, please ensure that your laptop is plugged in (not running on battery alone) and that your power plan is set to "High Performance."
Brass Brigade is a CPU intensive game as that's where AI is processed. I'm always looking to improve performance (and I have more work in the pipeline focused on this), but I cannot guarantee that future updates will resolve your issue. The game is developed on an i7 7700K & 1080Ti primarily for reference, and that runs ~100-150 bots at their default settings around 60FPS.
I wish I could offer more help at this; Steam's refund policy is there if you feel it's appropriate. I appreciate your feedback, and thank you for trying Brass Brigade.

Ill try those options but is there any other way to achieve a playable fps count in the future?
The game has only been out for ~2 weeks, so I have to balance content delivery with performance needs. The speed at which these are developed is dictated by what the community wants, and currently, I see more requests for content than performance adjustments, so that's what's taking up the majority of my development for now. If this changes over time, I'll do my best to align my development goals with the community's wants.
Thanks again for the feedback and thank you for playing.
Like you said the game has potential, but there are some issues with the game that need solving.
