Report a translation problem
I forgot where are the files where you can change the resolution and windows mode.
Maybe you need to force the program to launch in windows mode.

0. Try to create a new shortcut of CAPTAIN TSUBASA RISE OF NEW CHAMPIONS.exe
1.Right-click or tap-and-hold the shortcut for the computer game you want to play in windowed mode.
2.Select Properties.
3.In the Shortcut tab, in the Target: field, add -window or -w at the end of the file path. If one doesn't work, try the other.
4.Select OK.
Method 2 :
try Alt + Enter at the launch of the game.

Try the program named DxWnd

Method 4 :
Open your Steam Library
From a game's library page, select Manage > Properties.
On the General tab you'll find Launch Options section.
Enter the launch options you wish to apply (be sure to separate each code with a space).
Close the game's Properties window and launch the game.
Launch Options :
-windowed or -sw - Forces the engine to start in windowed mode.
-w <width> - Forces the engine to start with resolution set to <width>.
-h <height> - Forces the engine to start with resolution set to <height>. This launch option does not need to be set in the presence of -w. The width value will determine the height automatically.

I suppose that i will just try to figure it out on my own, it'll be near impossible for someone to fix this without knowing the problem. If I do fix it I will document how in case anyone has this problem in the future. Thanks for the help

I don't know if you will lose all your cards/emblems...
when you go to that directory, i would recommend copying the Appdata folder to somewhere else as a backup (You can put in the downloads folder for example)
and then delete the original Appdata folder. (make sure that cloud saving for the game is Disabled on steam)
Launch the game and it should work.
(you will lose most of your progress like custom characters and story progress)
why we have to save the appdata as a backup, while our progress will lost ?
