Huh, so the framerate limit is actually vsync.
If I set unlimited fps, vsync will be forced off in borderless/window mode (also nvidia forced vsync settings won't apply to non dedicated window modes).
If I set vsync off, then 30 and 60 framelimit settings don't work, it's always unlimited. (at least nvidia framelimit settings work in any window mode)
So making me guess that framelimit 60/30 are actually vsync standard and half refresh rate, in this game anyways.

Glad to know that vsync is working when using borderless vsync mode in game.
As that's my go to settings for smooth panning and no issue alt tabbing, because of the monitor type.
With other monitor types, when you get panning stutter with vsync, I would use fast sync for dedicated full screen modes, or just borderless mode without vsync at all, as non dedicated window mode automatically drops frames beyond refresh rate, thanks to windows aero, even if you see higher fps, it won't cause tearing, because those frames aren't being displayed, fast sync should do the same thing, but only woks for dedicated window modes.

Turn off framelimit or vsync in the game, if one of them is disabled, they both are disabled, even if one of them is on.
Aka vsync off = unlimited framerate even with 30 or 60 ingame fps limit.
Or framelimit unlimited = vsync off even if in game vsync is turned on.

If by chance, for you the fps limit works, use unlimited fps mode, if you have unlimited on and vsync off, and still fps is locked to 60.
Then you're forcing globally 60fps limit for all your games via your drivers. Dunno what refresh rate you have though, I'm gonna assume 120, if it ain't 120 then I would assume you have vsync forced on globally.

I will test it when i return from vacations.
I don't use unlimited fps or vsync off (as both work only together for whatever reason).
Some graphics card settings don't matter, unless in dedicated fullscreen mode, then nvidia vsync options works.

I use in game vsync on and in game fps limit at 60.

I have 60 hertz monitor and need to have vsync on, not to get motion jitter when camera is moving around, because of the monitor type.
And for no screen tearing I use borderless mode (non dedicated window mode, windows aero drops frames beyond montior refresh rate), any vsync form is unreliable in terms of removing tearing.
With my previous monitor without vsync I didn't get motion jitter, but I got stutter when using vsync, plus had to find a way to remove tearing too, thus found out about windows aero/borderless mode and later on came fast sync (latter sadly only works in dedicate fullscreen mode, sadly because alt tabbing was very bad in fullscreen).
