"What a mass" achievement triggered at only 4.2K population

Just synced, so it might have happened earlier, but the Steam achievement for getting 10K people in the city just popped for me. I have 3.2K citizens and 1.0K slaves. I have a copy fo the current save file as needed.

I was going to make a separate report at some point, but i also had this, after i got it i checked the .txt and i had 10,600 subjects but only 3.5kish Subjects-High, this was my biggest city so subjects high was accurate to my recent game. my assumption from this is the achievement is reading the wrong line and is reading subjects (so all games and replacements from death) rather than your highest at one point (subject high).
