severe problem in V68 farms

In ver.0.68.4,Fresh water can affect the production of farms and orchards and it separated from fertility, showing upon the production title.BUT,there still EXIST a cause in "bonus" which called "fresh water",which is a constant that is always 50%,CAN NOT affected by increasing fresh water supply,that make "bonus" always less than 1.00.This makes farms have NO meaningful income at all.for example,I have a vegetable farm,with 5 humans working on it,providing 104% fertility and 77% fresh water supply,can only produce 3.28 vegetables.That should not be reasonable at all.
