that's the clumsy, not the incompetent.

if you want to get the incompetent, you "just" need to loose a brunch of battles, preferably without winning in between. so having a low security and then fighting (and losing) against the raiders would most likely be the fastest way to do this.

you could also try to minimize the losses of your pop by putting the throne out of your city, so that it's easier for the raiders to reach, preferably without running trough half of your city.

oh and for some achivements like the incompetent, you need to play on V66.

i noticed i was given this achievement, even though i hadn't had a single battle... and then several days later it was taken away, which is really odd

I got it back in 2022 when i was first playing so that sounds about right. I don't think I lost any battles in that version as I had raids scaled down to 10%.
