Report a translation problem
Click on the face of race u want to allow to enter on the menu on the right side. Then u will se window named Population and there u have button to authorize enters.
Click that and it should take you where you + your population cap to auto-authorize immigration.
I will note that things about it are.... weird. You should play with it.
It's just sometimes it doesn't seem like the math going on 'adds up'.
We have only one citizen race, the rest are all slaves. I can have something like sitting 800 pop cap with 100 slaves and 600 people. It magically grows if I increase pop cap to 900.
Maybe having the "room to grow" makes people more comfortable... making pop grow.

If you start in some places so that the pathing doesn't see a path to your throne. Easy test is just to move throne into a clearing.
