Hammer Icons in Construction Menu

When I mouse over buildings to build, each race has a varying number of hammer icons in varying colors.

What do these mean? I thought it had to do with how good the work is for them, but all forms of Husbandry except the Balticrawlers have three hammers for Tilapi, even though the Globdien are only 80/100 in the Tome of Knowledge and the others are 100/140
