But the short answer is that wheat is your staple crop. It's primary use should keep you stable without too much labor investment, as long as it's placed on somewhat fertile ground with good logistics. And importing grain is pretty cheap and reliable. So if you don't have food stores, ultimately it's gonna be because you're not Graining enough.
There are other crop options that aren't nearly so productive, and just wont create the food stores you need to keep plebs happy. In the end, the most efficient result is to have a good warehouse full of grain, that wont spoil quickly, and supplement it with a little bit of spare of any other preferred food, just enough to see you through the immediate future, with minimal spoilage.
Personally, I've been building a baker to service every distance-separated neighborhood, and seeing that they only bake enough to just barely meet the local bread demand. Bread spoils quick, wheat does not.
