Province growth question
I want to grow a settlement i conquered, but iam confused about the information presented in the province screen.

When i hover over the total population, i have:
Current: 722
Target: 471

Is that the population max?
Or is it the number under region capacity?
There i have:
+22.00 * 32.03 = 704.667

Because no matter what i build, i cannot get the target above 600.
I built LARGE VILLAGE and URBANISATION II, at least that's the combo that gives me the highest region capacity number.

Forgot to ask. Should i always invest at least a couple of admin points in a province or should i just go with main building and resource tax or something like that?

Current is what your current population is. Target is what you population target is. If Current is larger then target it means that your population is shrinking.

I don't like current way of province growth as your workers are mostly linked to main building and there is 0-1 way of either going to next building or don't waste workers on population more then minimum necessery for current level. And usually if you go for next level you focus on it, and when level is reached you build other buildings.

As for what to invest i would say it depend on what you plan to do. If you need some raw resources go for it, if you need money i would build some happiness building so you can increase taxes.

Outside of used money you can freely change buildings as neccesery. Admin is not used but just locked by buildings. You can easily free it and change around. Also no change is perment or cost anything until you hit apply so you can freely do whole build, Check it and then decide to go with it or not.

So focus what you need right know not in distant future. If not already money cost of building becomes mostly just small change in late game.

As for pop capacity ,health buidlings like wells also effect region capacity but ultimatly it depends on the size of region. You have no control over that as it's set on game start, and there is as far as i know no technology to improve it.

You also have options of humidifiers but i wouldn't use it at start as it requires either big enough army or ability to invest in many happiness buildings at the same time. Usually mix of both.

for humidifiers you can just kill the races that are unhappy about it.

You want to maximise your population so you can build the biggest city hall. That gives you workforce that you can increase your population more.

You should at least be able to get 1.2k. You are limited based on the province fertility ultimately.
