I don't like current way of province growth as your workers are mostly linked to main building and there is 0-1 way of either going to next building or don't waste workers on population more then minimum necessery for current level. And usually if you go for next level you focus on it, and when level is reached you build other buildings.
As for what to invest i would say it depend on what you plan to do. If you need some raw resources go for it, if you need money i would build some happiness building so you can increase taxes.
Outside of used money you can freely change buildings as neccesery. Admin is not used but just locked by buildings. You can easily free it and change around. Also no change is perment or cost anything until you hit apply so you can freely do whole build, Check it and then decide to go with it or not.
So focus what you need right know not in distant future. If not already money cost of building becomes mostly just small change in late game.
As for pop capacity ,health buidlings like wells also effect region capacity but ultimatly it depends on the size of region. You have no control over that as it's set on game start, and there is as far as i know no technology to improve it.
You also have options of humidifiers but i wouldn't use it at start as it requires either big enough army or ability to invest in many happiness buildings at the same time. Usually mix of both.
You should at least be able to get 1.2k. You are limited based on the province fertility ultimately.
