Ultimately you want to export stuff from the warehouse that collects it's from production, to minimalize effort put on moving resource, and always have space for collecting product in that particular warehouse from industry (to prevent it stopping) regardless of how full warehouse on other side of city is.
Otherwise you do a useless daisy chain where multiple workers are engaged to move stuff from one warehouse to another just for it to be exported anyway at the same time burdening your transport flow with export quantity and limiting your production to the flow of goods between warehouses.
You have to set it on the "PULL SOURCE" button.
Now you can set an export limit on each warehouse, so you can have your required items where you need them.
