Slow and steady, slow and steady!
In my previous ( demo ) town, I found integrating about 70-80 new folks per year just fine for a pop between 500-1000.
Especially in rural districts ( farms ) the level of services will be low. Peasants have to make do with housing, water and heat, They can come to the city centers for an occasional top up of their needs for news and going to the loo.
You cannot reach 100% because your people do not even have the time to fill all those possible needs. Their lavatory comfort will drop while they listen to the town crier.
i just increase the priority by 1 point and voila
Some services cant go past a cap until you upgrade them. You can have 10 speakers with a 150 pop, it'll cap. Idk if what Im saying is actually true for speakers, but lavatories and eateries have thresholds based on their upgrades and stuff.
