Oh, but to answer your question, you need open space tiles. They determine your recruitment pool. I set up on an area that's mostly open plains, and I always have tons of human migrants.
However, immigration seems to have quieted down a little bit when passing 1000 human citizens, but I've proactively set up human nurseries to counteract a potential disinterest in immigrating to my city. I recently got raided and enslaved almost all of the attackers, which was the first appearance of other races.
Still new-ish to the game but doesn't human population in neighbouring cities affect the rate humans can immigrate? Might be that I'm lucky in that regard.
