Have you made a human only city?
I've tried a couple of times to make a human only city but it inevitably gets swamped with Cretonians. Cretonians enjoy manual work, eat simply and are easy to please, whereas humans demand more difficult food and are very slow to immigrate. How does one attract more humans?

I think I've had a 2K pop human city before. I still used other species, but they were all enslaved. Rely heavily on reproduction.
you could also just breed them

Oh wow I was wondering why my human only runs have been like Sisyphus lol. My highest human only city has been something like the 200s but I never allowed in non-human immigrants. I will probably try the enslave cretonians tactic

Considering there's few immediate downsides to recruiting a heap of cretons for farming, or the green murder hippies for animal husbandry, my intentions of having only humans in my city left quickly.

It's also really easy to just click a button and poof, you now magically have really good specialized workers.

Edit:
Oh, but to answer your question, you need open space tiles. They determine your recruitment pool. I set up on an area that's mostly open plains, and I always have tons of human migrants.

Well, I'm still on my first play-through which happens to be humans and I don't seem to have any issues so far at all to grow my human population, which currently sits at 1100. I've played very slowly, seen to every need that have arisen (no homelessness, workplace availability, services etc) and have a huge food supply consisting of bread and meat (a lot of auroch pastures and grain fields), which in turn should make my city very appealing for immigrants.

However, immigration seems to have quieted down a little bit when passing 1000 human citizens, but I've proactively set up human nurseries to counteract a potential disinterest in immigrating to my city. I recently got raided and enslaved almost all of the attackers, which was the first appearance of other races.

Still new-ish to the game but doesn't human population in neighbouring cities affect the rate humans can immigrate? Might be that I'm lucky in that regard.

How does that work?

I’ve been trying to play a majorly Tilapi city (with a small amount of humans), but tilapis have so many issues that I can’t get them to immigrate; humans, on the other hand, want to immigrate in their hundreds!

Tilapi love slaves and they prefer round wooden buildings.
also, they like to eat meats and fruits.

get yourself some human or cretonian slaves.

I have almost exclusively wooden buildings (i don't have enough stone to build stone buildings), i also have all their favourite food, their religion's temples, etc.

Educational videos are available online in case your curious.

Seriously though i haven't played in some time actually so i haven't done much in regards to the breeding mechanics, old school click a button and people appear
