in the lategame this is 100% doable
Just, I don't get it.
Why asking 1k workers for mining or fishing (for example) if the map, doesn't give me that option (and I doubt that gonna find any map that gonna give you that option, anyway). Yes, you give me the option to have 100% experience in fishers, but for what if it's near impossible to archieve because limitation of the map himself?
You truly believe that you gonna find enough places to fill 1k fishers or 1k Gems miners in an unmoded map?
No, that's true. Might need to adjust it a bit for raw material extraction. Ideally, I'd like there to be a possibility of a 1k pop mine though.
reaching really high numbers is easy if you are willing to be, uhh, lets say "less then good and noble" just slap down some 20x20 bug hatcheries and pig farms and churn out slave-pops.
also slaves dont need silly things like "bathing" and "houses" so you can really pack them into the map.
the only thing stoping you from getting 100% utilisation out of every bit of space o the map is pesky things like "morals", "ethics" and not "creating an abomination against nature"... for example peak farming is to dig up a river and re-allocate that water into fish-farm hybrids on the now dry river bed using irrigation ditches that double as fishing spots
