Use irrigation, it's free. Also go for grain + bakery first, complimented with hunter, boost with knowledge if possible. Harvest wild stuff.
Depending on race, it might be worth importing food and exporting something you're good at.
I plant next to the river then add canals, again struggle with food even at 93% fertility. The lack of wild plants to harvest also hurts. People eating more food then they should? Animal farms have low outputs ....

I don't understand your numbers fully, but looks like your bakary could be increased to use all the grain? Also don't have food rations too high. If all else fails, try an advantage in the menu, no shame in that!
For my current game (~1500 pop right now), fishing was the way to go, for the majority of food. Early on mainly supported by foraging, later on I switched to some farms and pens, in order to provide some variety.
Pens are mainly interesting for areas/maps with low fertility, since they need alot of space, but their output isn't affected by it. Besides that, always make sure that you put animals in your pens that fit into the climate you're in. E.g. Lizzards get iirc a 60% penalty in cold climate, which makes them very inefficient, especially early on with no tech and only a very limited number of workers.
I understand survival game for colony. I do play other games and takes a few years to get stable food production. while others have budgets to keep good for city life.
If you want, I can send you save file if you want to look at my game. I might have made mistakes in it but might help out to understand. I will try a new game and see if I can do better.
Game says temperate map but feels like a cold map without the bonuses. Keep getting extreme cold weather and snow stays on the ground until late spring.

Fish seem good at the start.
SilverSpeedy, they only harvest the wild items when they're ripe, seems to generally be late summer. So sometimes it means you need to wait a while, working with the seasons. If you make your first farms too big, they won't find enough wild stuff. So start small, like any small community would. Then you use your small farm output to build bigger farms.
I have 32 12x12 grain farms with a 4x4 water hole in the middle running. Each with 1 worker. And six 19 workers bakeries with 1 upgrade. I'm currently having 26k grain and 6.5k bread stored and I'm producing more than needed by the bakeries.

It's missing some roads in between though...
Also make food and clothes your first priority to scale when it comes for what to research and what to build.
I've also just written a guide with my expieriences. Maybe some of you might get something out of it and make it past 1000 too =D
