Report a translation problem
There are only a few things I consciously did differently after reloading.
1)I built more admin and maxed out admin for Infrastructure/Sanitation/Law/Entertainment and reduced taxes until the loyalty and happiness settings were at 500% on the world map screen. (Note these were still pretty high at 194% when the issue was occurring).
2)As I compared my new save to my old one, I did notice that my admin on the "problem" save was at 1.3k points spent with a deficiency of 2 points. Not sure if maybe even a small amount of negative points can have big effects on immigration?
3)I started executing 100% of human prisoners in an effort to reduce crime rate. It was a 0.2% / -10% before and eventually went down to 0% / -1%.
4)I conquered 2 regions with a new conscripted army on 600 souls (world map only, did not increase army in city at all). Doubt that mattered though.
I then let the game for a couple of hours again and came back to 700 new immigrants, half of them humans.
Would love to know why you asked that question. Did you mean that breeding should help or that breeding has an adverse effect?

Humans and dwarfs enjoy privacy, houses are 75% and apartments are 100% privacy. (It makes them happier)
Anything less is 50% or 0%. (For dorms and longhouses)
