Human immigration stopped

Humans just recently stopped immigrating and I can't find out why. Can't figure this one out. I have a good handle on the game by now and laid out some stats below. My best guess is that my immigration is capped by the total population of the region but I am not sure how to confirm.

If it is an issue of Region pop, how do I fix it?
If is is not, what else can I look at?

Region Pop:
Total 79k (with all admin "populations" set to max including elevation for Humans and Donndorians)
I do have LAW set to 5 pips which reduces overall pop.
Total Human pop in roughly 8400, 10% growth
I have 11 pips on taxes
No region conquered

Town Pop:
I'm almost at 5k population, 1900 humans, 2600 dondorians, 350 Cretos and 1k army, roughly. The influx of all 3 pops has been steady the entire game.

Happiness:
Loyalty and Happiness are at 100%. Fulfillment for humans is at 59.5/92 -> 5.8612%

Services:
Services are well in the green (75/95/45 and all "other" above 50).

Access:
Housing is 0.95
Privacy 75%
Furniture access is maxed out except for jewelry being 0/2. I went up to 1/2 and waited a few years but nothing changed.

I do have a nursery with 48 children yes. I made sure the immigration cap is set high though (current humans at 1900, immigration set to 2100)

FYI - I tried everything and pop kept going down as humans died of old age and the odd murder here and there. I ended up reloading an old save and the issue did not re-occur (Humans are at 3k now and still growing, albeit slowly). Probably means my game isn't "bugged" but still no clue what the issue was.

There are only a few things I consciously did differently after reloading.

1)I built more admin and maxed out admin for Infrastructure/Sanitation/Law/Entertainment and reduced taxes until the loyalty and happiness settings were at 500% on the world map screen. (Note these were still pretty high at 194% when the issue was occurring).

2)As I compared my new save to my old one, I did notice that my admin on the "problem" save was at 1.3k points spent with a deficiency of 2 points. Not sure if maybe even a small amount of negative points can have big effects on immigration?

3)I started executing 100% of human prisoners in an effort to reduce crime rate. It was a 0.2% / -10% before and eventually went down to 0% / -1%.

4)I conquered 2 regions with a new conscripted army on 600 souls (world map only, did not increase army in city at all). Doubt that mattered though.

I then let the game for a couple of hours again and came back to 700 new immigrants, half of them humans.

Would love to know why you asked that question. Did you mean that breeding should help or that breeding has an adverse effect?
I just *think* at some point the game pushes you more towards breeding through less migration.

this is purely speculative on my part and most certainly wrong xD

i would double down on enviroment. Humans are a bit wonky in my experience and sometimes they just want things a tiny bit better in one particular aspect. also i would just convert as much housing as possible to apartments for them.

whats the bonus for them to be in apartment?

Humans and dwarfs enjoy privacy, houses are 75% and apartments are 100% privacy. (It makes them happier)

Anything less is 50% or 0%. (For dorms and longhouses)
