There will be some minor changes but overall it should be the same, within a few percentage points back and forth.
At first there where a few points left and than it ticks down into minus and goes on.
Is this normal or a bug?
It's mostly normal, smaller fluctuations don't have a negative effect anymore. Sometimes people slack off, diseases make them unable to get to work and maintain knowledge, or libraries could be running out of paper.
It's a clunky system, I would agree, and the dev has stated that it is slated for some rebalancing. But the idea is to attack what he sees as a problem, in that with other games you can just tech up and forget about it, and he wants this to be more of an ongoing requirement from the player. There are other ways to go about this, surely, and here the dev is actually quite open to feedback and has happily implemented player-sourced changes which he saw as beneficial.
point still stands. I also *lose* bread. there is a net-outcome for both. bread gets eaten. research points get spent.
