The explanation is that Ryukishi feels that releasing a series about a global crisis like Ciconia during this would be insensitive.

Its likely, though not confirmed, that he's still been working on the story and we may get phase 2 as soon as he considers the pandemic to be over, which is to say anywhere from some time this year to 2023 is a likely range for it.

I always thought he commented it with: Comicet 2021 Winter. Have plans changed? Main problem is when this quote was made, they might thought the pandemic isn't a thing anymore. Funny thing is: It's party worse compared to last year, especially here in Europa. So if he really want to wait till this is over, we might get Phase 2 between 2023-2025.
