How do you construct concrete powder?

I've constructed the shaft drill but cannot for the life of me figure out how to make the concrete powder for it, or anything concrete for that matter.

I've made cement with the mixer and tried putting all sorts of things not in the instructions into the mixer, compactor, ball mill, and rock crusher. Got some iron and copper gravel and powder doing that, and the mixer accepted copper powder and cement (but it hasn't done anything with it). All other things I've tried haven't worked.

Can someone give me a hint?
