It'd be better to wait until it comes out of Early Access and goes 1.0+ before they start with modding.
Tell us how can games without a games workshop be modded?
There are other websites for mods such as Nexus. Many games do not have a steam workshop but have a robust mod community.
Could mods for this game add more zones, new Nephelym breeds, and new quests?
It stands to reason that one would need to get the approval of DerelictHelmsman to make a mod for the game, especially if the mod adds more zones with new Nephelym breeds and associated quests.
Maybe it would help get such approval if the mod added what has already been planned but has not yet been added.

Some of the work might already have been done. If so then such a mod could be used to test zones, Nephelym and quests.
