Casey's pizza party

Is there something to do in order to attend to the pizza party ? I have the feeling i tried everything but when i go to Casey's I only have the old same dialogues with him and Bill.

I already tried to enter the sewers from both entrances, i went at several hours of the day and the night, i checked every major locations in the sewers...

I believe it's an event that happens when you advance enough as a cop or a teacher? That or the fight league, I'm not 100% sure.

I have finished everything else in the chapter except the league (otherwise it start the next one), still no pizza party :(

Pretty sure it's tied to league standing just keep going.
