Missing a quest

I'm doing my second playthrough, nearing the end of chapter two right now and I still haven't unlocked anything there https://imgur.com/a/EBw0fBa in the mission tree.

Is there supposed to be something ? How to unlock it ?

I assume it is just empty space and there is nothing there.

I have the same problem, I don't want to advance to chapter 3 for fear of not being able to do them, I don't know if they have something to do with K and his police badge, which after he told me to throw it away, continues in my inventory

After playing through the game multiple times, i can assure you there is nothing in that place.
The police badge is a plot device and will stay in your inventory for the remainder of the game.
Just continue with the story. You're not missing anything.
