It's the abandoned building above the slime farm. Unless you already did that, you need to talk to him in the slime farm first. The abandoned building is only available late at night.

Right next to the ghetto (down and a bit left) should be the abandoned building. There are numerous story events that have occurred there prior to the one you mention and it's always available after it has been unlocked.

I have the same Problem I am in the 2nd league and i never got the prompt to get any Implants and i never got the prompt to get the cheat software so his little hut is still not on the map and refuses to show up
