I think it's in one of the tunnels that leads to the room where the Apu is. But I may be wrong. It's in the corner on top of the mini stove.

I think you need to complete your mom's arc. That is do the hospital, then the Apu quest until you fight him in the sewers. Then you need to report both to Apu's brother and your mom. After this you probaly need to visit and talk to her several times. Maybe take use some food in the fridge and sleep in the bed.

Sweet, was going nuts wondering where this was.

Although by the time she offered it I was about to win the league and had already attained "master", so in all likelihood anything she gives me will be pointless now...

Pretty much. She just cooks pies over time and puts them into the fridge.
It's just another free source of food - like Casey's pizza slices.

Not much use at this point of the game other than a bit more character development.

Wait Casey adds pizza slices to your fridge?

I recall getting a slice from him on maybe two occasions, one of which was for the fight manager (but he didn't seem to want it)... Apart from that, I've never noticed any more slices (either in the fridge, or talking to him afterwards in the sewers).
